{"id":21984,"date":"2025-05-16T14:29:19","date_gmt":"2025-05-16T14:29:19","guid":{"rendered":"https:\/\/www.projectmasam.com\/eng\/?p=21984"},"modified":"2025-05-16T14:38:03","modified_gmt":"2025-05-16T14:38:03","slug":"ongoing-use-of-banned-anti-personnel-mines-in-yemen-continue-to-undermine-international-law-and-civilian-safety","status":"publish","type":"post","link":"https:\/\/www.projectmasam.com\/eng\/ongoing-use-of-banned-anti-personnel-mines-in-yemen-continue-to-undermine-international-law-and-civilian-safety\/","title":{"rendered":"Ongoing use of banned anti-personnel mines in Yemen continue to undermine international law and civilian safety"},"content":{"rendered":"<p class=\"\" data-start=\"341\" data-end=\"453\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Since 2018, Project Masam has cleared 6,783 anti-personnel landmines across Yemen, many of which were deployed by Houthi forces in civilian-populated areas.<\/span><\/p>\n<p data-start=\"341\" data-end=\"453\">Houthi militias and associated groups have been documented using anti-personnel landmines in Yemen since at least 2014, with credible reporting by the UN Panel of Experts, Human Rights Watch, and the Yemen Mine Action Centre confirming widespread and unlawful deployment in civilian areas.<\/p>\n<h3 data-start=\"341\" data-end=\"453\">Breaching international law<\/h3>\n<p class=\"\" data-start=\"341\" data-end=\"453\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">These devices &#8211; primarily pressure-activated blast mines, including Soviet-era PMN variant &#8211; are banned under the 1997 Mine Ban Treaty (Ottawa Convention), to which Yemen is a state party.<\/span><\/p>\n<p class=\"\" data-start=\"455\" data-end=\"571\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Despite Yemen\u2019s legal obligations under the treaty, anti-personnel mines continue to be used in conflict-affected governorates such as Taiz, Marib, Hudaydah, and Shabwah.<\/span> <span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Their deployment in civilian homes, schools and healthcare facilities, water sources and agricultural land, and access routes, violates multiple provisions of international humanitarian law, including:<\/span><\/p>\n<ul data-start=\"573\" data-end=\"741\">\n<li class=\"\" data-start=\"573\" data-end=\"616\">\n<p class=\"\" data-start=\"575\" data-end=\"616\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Article 1 of the Ottawa Treaty, prohibiting the use, development, stockpiling, and transfer of anti-personnel mines<\/span><\/p>\n<\/li>\n<li class=\"\" data-start=\"617\" data-end=\"660\">\n<p class=\"\" data-start=\"619\" data-end=\"660\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Article 4, obligating parties to destroy existing stockpiles<\/span><\/p>\n<\/li>\n<li class=\"\" data-start=\"661\" data-end=\"741\">\n<p class=\"\" data-start=\"663\" data-end=\"741\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Customary IHL principles, particularly distinction and proportionality<\/span><\/p>\n<\/li>\n<\/ul>\n<p class=\"\" data-start=\"743\" data-end=\"861\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Project Masam\u2019s clearance operations continue under challenging conditions.<\/span> <span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">The absence of technical data (such as minefield maps and deployment records) significantly hampers clearance efforts and increases risks to both deminers and affected communities.<\/span><\/p>\n<h3 data-start=\"743\" data-end=\"861\">Profound human toll<\/h3>\n<p class=\"\" data-start=\"863\" data-end=\"981\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Survivors across Yemen who have shared their stories with us are living examples of the profound human toll of landmine use.<\/span><\/p>\n<p class=\"\" data-start=\"985\" data-end=\"1063\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Saliha Abdah, a mother from Taiz, said: &#8220;<\/span><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">We were displaced when the war started; the Houthis entered our region and planted landmines. I went to the mountain to collect wood. Suddenly, a landmine exploded under me. The explosion led to the amputation of my leg, under the knee.&#8221;<\/span><\/p>\n<p class=\"\" data-start=\"1151\" data-end=\"1229\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Following her injury, Saliha faced abandonment and economic hardship, highlighting the broader social impact of landmine incidents.<\/span><\/p>\n<p class=\"\" data-start=\"1233\" data-end=\"1311\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Young herder Abdou Hamdi, meanwhile highlighted: <\/span><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">\u201cMy right leg was injured; right above my knee. Now I just sit. I can\u2019t live a normal life. The landmines have halted my life. I became disabled. I used to go to work and now I am just idle.&#8221;<\/span><\/p>\n<p class=\"\" data-start=\"1399\" data-end=\"1477\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">His experience underscores the disruption of livelihoods caused by landmine injuries &#8211; something\u00a0 <\/span><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Khaled Ahmed Abd Al-Hay, an amputee from Salh District in Taiz Governorate, also shares. <\/span><\/p>\n<p class=\"\" data-start=\"1399\" data-end=\"1477\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">\u201cWork is difficult for a person like me but life forces you to do any work in order not to be a burden on people or society.&#8221;<\/span><\/p>\n<p class=\"\" data-start=\"1647\" data-end=\"1725\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Khaled&#8217;s determination reflects the resilience of survivors striving to regain independence. In many cases, tragically, civilians do not survive these accidents. <\/span><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Amna Ibrahim, a mother from Yemen\u2019s Red Sea coast region, told us of the loss of her son.<\/span><\/p>\n<p class=\"\" data-start=\"1647\" data-end=\"1725\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">&#8220;The Houthis entered our village and planted it fully with mines. They planted mines to kill the civilians and maim them. My son went out to the coast, he went to work in the sea. Moments after he left the house, we heard an explosion. We went out to see what happened.&#8221;<\/span><\/p>\n<h3 data-start=\"1647\" data-end=\"1725\">Urgent action needed<\/h3>\n<p class=\"\" data-start=\"1975\" data-end=\"2053\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">At a recent address to the United Nations in Geneva, Ousama Algosaibi, Managing Director of Project Masam, emphasised the urgency of international action and called for immediate measures to be taken.<\/span><\/p>\n<p class=\"\" data-start=\"1975\" data-end=\"2053\">\u201cWe need to urgently demand the Houthis stop planting landmines and request they hand in any existing maps or coordinates to help rid Yemen of landmines faster and safely.\u201d<\/p>\n<p class=\"\" data-start=\"2137\" data-end=\"2217\">In his address, Algosaibi also urged the international community to take four critical steps:<\/p>\n<ul>\n<li><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Ensure accountability for violations of the Mine Ban Treaty by all parties, including non-state actors<\/span><\/li>\n<li><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Sustain long-term funding for clearance efforts to ensure operational continuity and safety<\/span><\/li>\n<li><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Support structured victim assistance through accurate data collection, rehabilitation, and reintegration services<\/span><\/li>\n<li><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Demand full disclosure of minefield data from actors responsible for deployment<\/span><\/li>\n<\/ul>\n<p class=\"\" data-start=\"2443\" data-end=\"2567\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Anti-personnel mines are not historical remnants: they are actively used today in breach of international law.<\/span> <span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Their continued presence obstructs humanitarian access, reconstruction, and the safe return of displaced civilians.<\/span><\/p>\n<p class=\"\" data-start=\"2569\" data-end=\"2693\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Project Masam remains committed to its mission to clear landmines, protect lives, and uphold international humanitarian standards across Yemen.<\/span> <span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">However, the scale of contamination and the persistent use of banned devices demand coordinated international pressure, enforcement, and
